1. How is a plan formulated in Nepal? Describe.
Ans:- Plan formulation is the process of making a new plan with reference to the evaluation of previous plans including evaluation and monitoring of the current plan.
The process of plan formulation in Nepal are as follows:-
- Evaluation of past plans and estimation of new plan:-
The planning authority evaluates the current and the past plans whether they became success or failure. We should improve failure programs and continue success programs in a new plan. The planning authority also estimates the overall required resources and income for the proposed plan.
2. Collection of new project proposals:-
The planning authority collects the project proposals from the concerned offices of local government, the federal government, and central development.
3. Discussion:-
National Development Council, NPC, Ministers, secretaries, experts from concerned fields, and representatives of donor agencies discuss the current plan and on the proposed plan. And the conclusion directs NPC to give shape to a new plan.
4. Determination of objectives, targets and principles:-
The major field of an economy should determine the objectives, targets, and principles like agriculture, industry, service sector, etc.
5. Authorization and implementation of plan:-
National Development Council authorizes the final document of the development plan prepared by the planning authority. Association with the government of Nepal, NPC, local authorities, etc. should implement the plan in NPC made regular monitoring and supervision.
2. What are the main objectives and priorities of the current plan of Nepal?
Ans:- The fifteenth plan is the first developed plan formulated by the federal government. It occurs from 2076 -2081 (5 years).
The main objectives of the fifteenth plan are as follows:-
1. To prepare basis for prosperity
2. To make citizens feel decent (comfortable) and improved livelihood
3. To preserve and protect national dignity independence and national interest
The long-term national objectives are given below:-
